I think that is more or less where I have arrived - although I wouldn't call it data sharing as such.
I think all that I can realistically do is ensure the partnership agreement imposes obligations on the host, equivalent to Article 28, enforceable by the other partners save where it makes no sense. So, for example, I would need to ensure that the partnership agreement would not permit A to migrate its database to a cloud provider without the written consent of all three controllers. On the other hand I wouldn't need to worry about Article 31 as that would apply to all parties anyway as controllers.
