I take my hat off to you for such outstanding levels of pedantry!
Point taken on the corporate status, and that's where it's the responsibility of the company wishing to market to that address to satisfy itself as to the nature of 'acme'.

First of all, as "org" is valid at both first and second levels in many domain names, it's a confusing example.
Let's assume (I know) that what you meant was:

Given that under Nominet rules from virtually the beginning, acme.co.uk is available on a first come first served basis, with no presumption about the corporate status of 'acme', then even putting aside the issue of businesses which are partnerships, it's not possible to rule out that it's not a business of any form.
Anyway, I discussed all this with Elizabeth France back in around 1999, and her view (as then DP Registrar) was "of course it's personal data", but it's taken a long time for that to be written down in words of one syllable in Brussels.
