The first thing I'd be looking at is the meaning and scope of the last sentence in Art 25.2. Re: tech and org measures to ensure minimisation of data processed - "In particular, such measures shall ensure that by default personal data are not made accessible without the individual's intervention to an indefinite number of natural persons".
One view of this could be that it's not acceptable to routinely put personal data onto the worldwide web (i.e. webcast footage) unless, and only to the extent that, it's demonstrably necessary to achieve a lawful processing goal.
