Whilst not necessarily disagreeing with Paul, there is at least a nice argument about purpose and recipients.
If I wanted to be even more pedantic I could add that we hold the email address for the purposes of work related comms and that everyone he sent an email to is, as a class, a recipient of his name and email address.
However the real reason for my response, when needed, is because of the interface with FOI. I have had several occasions where, having not got emails via an SAR, applicants have asked for them under FOI on the basis that if they are not PD of applicant they are outside the s40 exemption.
My response paves the way for the response to this follow up - a refusal to confirm or deny that we hold any work related emails under s40(5)(a) FOIA
