I would go along with that.
I think we can compare this with the statement of public task under the INSPIRE regulations. If it does not come within public task, legitimate interest should be available and the University and parliamentary angst is not justified.
On the other hand it is not that clear in the recitals and invites contrary opinions.
If so the answer is not, I would suggest, to say that GDPR simply does not apply, but to redefine the basis for which they are a PA (see recital 45 which allows this - and recital 47 then lets back in legitimate interest) - rather like the BBC. This may mean some aspects of activity then fall outside FOIA but that is the lesser of two evils in my view
