Echoing what Tim says GDPR and WP guidance is quite clear on the difficulty of establishing consent is freely given in an employment context see and the same really should apply now as the definitions are not fundamentally changed. So unless you are quite clear that people can withdraw from the process at any stage without detriment you should use legitimate interest.
