I think you may be right as clause 28(1) references schedule 7 AND any other person if and to the extent that the person has statutory functions for any of the law enforcement purposes.

The Law Enforcement part of the Bill provides for the DPO being responsible for certain matters (which I had originally overlooked). However, there is a catch-all definition of a competent law enforcement body which could include Trading Standards within a Council (see clause 28(1)(b)). Consequently a DPO would be both monitoring and responsible for parts of the training etc.. There are likely to be conflict's surely?
Mind you I am probably missing something again.
