I do not think at this stage you have a basis for disclosing details for the living. However someone needs to make decisions on his behalf and in his interests, and you should refer it to social services who can apply appropriate mental capacity policies.
As for the funeral these are normally 'public' anyway and often advertised. Personally I would probably give him details of the funeral director, or whoever is managing the arrangements, but warn them that they should probably not pass on any details of the brother - if they know it - without considering their own responsibilities
