It seems I may have misinterpreted the advice given on the website I referred to - which is not in fact inconsistent with the more definitive (and better expressed) guidance linked by Michelle.
However it seems we are all of a mind to be suspicious. I agree the answer has to be no, subject to consultation with Social Services. ANY SAR made by any person with parental responsibility must be in the interests of the child. There must be at least a suspicion here that the parent is trying to find out information which is nothing to do with protecting the privacy and rights of the child.
Another way of looking at it is that as a minimum you need to consult on the applicability of Regulation 5 of http://www.legislation.gov.uk/uksi/2000/415/contents/made .
