You need to track down HMG Security Standard No 5. Like all such it is rather elusive. I'm sure I have a copy squirreled away somewhere if you have no luck.

In essence we should cross cut anything classed as sensitive which would be any personal data, plus commercially financially and politically sensitive stuff.
In practice this would mean cross cut for all outsourced and corporate internal shredding facilities. Non-cross cut would only be acceptable for local office shredders not handling anything of such nature - but that should probably go for recycling anyway which usually means no shred otherwise it will block the recycling machines! Depends whether RM or green team have most clout - I know who will have most budget :-)
