I am coming to this late, but I would suggest it is always important to insist on paper work. The police do when it serves their purpose. People may have forgotten, but when David Miranda, husband of Glenn Greenwald, was stopped in transit while passing through London Heathrow, the police insisted on the correct paperwork.
They refused to act twice until the paperwork was completed correctly and to their requirements. Even though the UK security services were insisting that the matter was one of *national security* (there is no higher requirement within a state), the police stood their ground and insisted that the Port Circulation Sheet (PCS) (like a section 29 form it sets out how the failure to detain the suspect would harm the security service operation) be completed correctly.

So, if the police can insist on the correct paperwork in a national security case, I am sure the police will understand when a public authority will want the correct paperwork on a safeguarding investigation. The little bit of bureaucracy is all that protects a person from the arbitrary authority of the state.
