This is a screen scrape, public domain, local authority .gov kind of question.
First, there's the 'big principle' question, is it ok to take personal data that is placed in the public domain and re-purpose it for another eg marketing.
Second, there's the detail. If I crawled a local authority planning application portal and extracted names, addresses and key words eg 'garage extension', then sold this list to companies with an interest in these individuals, would I be in breach of DPA?
I think the answer is obvious, but the phrase 'in the public domain' appears to give many in the list industry a 'sheild of invincibility!
