I suspect I'm not going to be much use on this, because I don't know the housing sector, but this struck me as interesting.
For non-sensitive data, I would have thought the processing is necessary for the performance of a contract to which the data subjects are party - i.e., the tenancy agreement, which is presumably being novated to your HA.
For the sensitive data, I don't know how the existing Housing Association acquires this data. If they have a legal basis for requiring it, then that legal basis would presumably apply to you. If it is held to enable their HA to defend its legal rights, then this could apply (Sch 3 6(c)), although a little more shakily. But I could envisage situations where, because the sensitive data - say, medical information - has been volunteered to the original HA, the subjects would have to give explicit consent for it to be passed to you, and this would mean that the two strands of data would have to be handled differently.
