As to the legislation, I certain it's "when", and I'm certain the date is no later than 25 May 2018 - I doubt Brexit will be completed by then. If it is done early, then the date of conformant legislation will have to come forward to avoid any hiatus in processing. The simple approach would be to reconstitute the Regulation in a UK legislative format, deal with the 50 or so areas ceded to national competence, and it's done.
Organisations will have [had to] become compliant with the GDPR by 25 May ... or they've very stupid/naive/fool-hardy (take your pick) ... so enacting conformant legislation shouldn't adversely affect UK business or government.
