I'll be honest and say I don't know how such an appeal would be funded
but asking a legal firm is the the best first step as they often take
preliminary information before deciding if they can take a case.
Good luck to your friend. Schools and or exam boards were a law unto
themselves when I was at school and I kind of regret not giving them a
good dose of lawyer fangs which might have got me a better outcome. :E
