some support for the points I was raising.
It was disappointing that S.28 exemption of the DPA was not raised as it
needs reviewing but I was pleased the Commissioner supported the idea that
there was a lack of separation (he called the "double lock" a "conflict of
interest"), the absence of the bulk Personal Data Code of Practice was
criticised (but not the content of the Comms data code wasn't), and the need
for a sunset clause on the Bill.
He also said the case for retention and bulk data collection was not
explained fully (i.e. not made). He also said the DP problems starts with
bulk data collection with proportionality and necessity (which chimes with
my A.8 comment).
With respect to my earlier blog of

Commissioner supported the idea that medical records should be exempt from
bulk acquisiton. Also, he picked up that bulk data were collected with
existing powers so he questioned what bulk data was needed (i.e. he called
for examples of what bulk data needed to be collected or what bulk data
should not be collected).
The Committee asked him about powers to audit telcos when they retained
personal data (which I thought was a waste of space) as the GDPR will give
him the powers
He took the opportunity to ask for the commencement of the S.55 offences.

Having been in the room today, I'd be interested in your views on the
evidence given. I was particularly disappointed in the suggestion that the
ICO is sufficiently funded from its "lots of £35" to fulfil its mission.
