That whole article is poorly written, the only accurate bits are the ones
lifted direct from the ICO report.
I also take issue with this bit -
"The ICO has not yet handed out a fine to the 56 Dean Street clinic, but it
is likely to be more than the £250 penalty that the BPN has been ordered to
pay, because of the number of patients whose data was exposed."
This also makes no reference to the legal status of each organisation.

I've just read an article that the ICO fined a health clinic £250 for
emailing details of patients with HIV

I'm surprised because of the content of the breach ...... is sensitive
