Hi Lisa - we took the AUA framework and developed it into a behaviours framework called Realising your Potential Approach for all non-academic staff at Durham. It now underpins recruitment, induction, CPD development, Annual staff reviews, valuing contribution schemes and we have developed an ILM endorsed leadership programme to embed the learning.

Many universities have adopted the HERA job evaluation approach and work was undertaken some time ago to turn this into a developmental/competency framework. Another option if you have the time is to examine some of the range of NVQ/VRQ occupational standards e.g. for administration and re-purpose those for jobs in the university. For particular professionals competency development frameworks are already in place e.g. the one for the CIPD:
