Could I elicit any views on this please. There is a well known local individual who constantly harasses the local community council to such an extent that they feel greatly inhibited in conducting their work. He also complains to the L/A and the police on a frequent basis and when unhappy fires off any number of complaints to the Ombudsman and the IPCC.
The police are requesting the L/A to share information regarding a Mr X as they wish to understand the demand that he is placing on local services, including those on the L/A. They are not being specific about what information they require, but rather they state that being aware of the context of any communication he conducts with the L/A would be useful, which could even identify if there circumstances where offences may have been disclosed by him constantly harassing individual(s) within our teams.
More specifically they would like to establish if there are any concerns raised by the nature of the communications from Mr X that may indicate that the police need to offer further support services to him and or his family.
The L/A position is that we wish to assist here but I am unsure whether we are able to? Could the sharing be justified under S29 of the DPA?
Would welcome all view.
