NINO also appears to be being used to identify - or at least to disambiguate - applicants for Common Agricultural Policy grants and subsidies. I haven't been able to identify any legal basis for that, either.

The problem with cites such as that is they don't account for the fact
that NINOs are now officially part of the ID process conducted by
Electoral Registration Officers.
They are also probably necessary to obtain whatever CRB clearance is
called this week.
Also "officially" required by Student Loans, although that's now a bit
indistinguishable from "graduate tax", but nevertheless not within the
strict limits mentioned in your url.
