On Derek's point "it does not matter if they lived the other side of the world - I don't think it unreasonable to ask they send them by recorded/special delivery - they will rightly expect me to return their documentation and their resulting SAR information in the same manner."
I would simply add that this should not be a rule. The assessment must be reasonable, on a case by case basis - see e.g. the SAR Code of Practice ("For example, if a request is made by means of an email account through which you have recently corresponded with the requester, you may feel it is safe to assume that the SAR has been made by
the requester.").
In such a case asking for the passport to be mailed around the world would in my view create an unacceptable and un-necessary risk.
