Perhaps ours is not an ideal example for the original question posed.
The vast majority of our requests come from our own students / staff
(current or former), so we are able to check their identity against our
internal records. All communications are via university personal email
accounts.
Other than that it is recently unsuccessful applicants for study /
employment at the university and again we can often verify identity
against other information we have on file.
