I would caution against reducing from 2 years to 1 year. It is not just ICO efficiency that matters.
I have experience of a case where ICO required a full investigation for a s42 assessment of a SAR when the data subject only reported his complaint to ICO 18 months after the SAR was signed off (initial plus internal review).
