I do not in any way disagree with you on the practical issues or whether this is a sensible approach, but on the basic point of requiring a request for s29 or any other processing I do not believe you are correct.
As has been pointed out, s29 simply does not require, and does not refer to , a request. For example, if as an employer I discover that an employee is planning a crime, I can tell the police relying on s29. I do not need a request.
