I'm not sure what specific guidance the subject is referring to but the FOIA Code of Practice (very briefly) talks about third party info (pg.'s 9 - 10).
We follow the principle that if it is a 'professional opinion' i.e. one given by a colleague, or someone working on our behalf, in regard to the subject then the identity of the opinion provider (generally) stays in. The basis being that it should not be considered unfair (in principle one terms) to the opinion provider for their identity to be disclosed in relation to statements they make about the subject and it is in the general interests of openess and transparency for subjects to know who is saying what about them.
