Usually these people do not understand power because they believe in the law.
Note the different approach, as mentioned in Peter Jukes recent column on Rebekah Brooks http://www.newstatesman.com/politics/2014/07/rupert-s-red-top-rise-and-fall-rebekah-brooks, of someone who understood power.
She was able to convince a photographer to provider the whole flash disk of photos. (near the middle of the second part).
She understood and used power.
