Assuming it contains the SIRO's name rather than a nom-de-plume, I'd have to say yes, it is personal data in that it identifies a living, breathing human being.
Would I be right in guessing that the question's being asked in connection with an 'is it okay to disclose SIRO details under FOI?' kind of question? If so, whether something meets the definition of personal data isn't really the decider - rather, one would need to consider whether FOI (etc) disclosure would breach the DPA principles? i.e. would it be unfair? unlawful? excessive etc?
