I think Yahoo's shock is at the Optic Nerve program, rather than their own users' habits:
"We were not aware of nor would we condone this reported activity...This report, if true, represents a whole new level of violation of our users' privacy that is completely unacceptable and we strongly call on the world's governments to reform surveillance law consistent with the principles we outlined in December."
Which is all very well, but would be a much stronger position if they'd not chosen to allow webcam traffic to be unencrypted.
And maybe I'm feeling jaded on a cold wet morning, but GCHQ's statement
"All of GCHQ's work is carried out in accordance with a strict legal and policy framework which ensures that our activities are authorised, necessary and proportionate, and that there is rigorous oversight"
just makes me want to scream.

Anyone else find it hilarious how "shocked" Yahoo! are at the content of some of the messages! Really?!? "Not aware of this...reported activity" - Yahoo! must be the only people not to realise this is how some people choose to use the internet.
