Still not too sure really.
Even EIR doesn't require the release of personal data where it would contravene DPA Principles to do so, and there are enough decision notices, judgements etc to confirm that (for residential properties at least) a home address is at least as likely as not to be considered thus.
In EIR terms, this returns us to the question of 'would disclosure be prevented under DPA?', which brings us again back to the proportionality of the processing - i.e. is it necessary for people to know about a planned home improvement that cannot affect them in any imaginable way?(*).
Article 8, HRA gives us a pretty good yardstick to measure this proportionality by and it's still not clear which one of those tests would require us to make details of my home available to someone on a smartphone in Beijing.
(*) Clearly it's possible for a planned development to be large enough to have an impact beyond shading next door's lupins - large infrastructure projects, for example - and these should legitimately be considered suitable for global consumption: Mr Joe Public wanting to extend his kitchen 4 metres though? I'm not so sure.
