Is there any consideration to be made with regard to the open data matter - and may be also the European qualifications framework and the role of continuous professional development and international recognition of prior learning?
It seems active learning methodologies and workplace learning are increasinly considered as a major - when not the only - way to support sustainable training and lifelong learning policies. And performance data are pushed up and down whatever type of process that involves public spending.
So - apologies if you have the impression that I want to cut routinary work or to diminish the role of data protection officers, it is not the aim of my reflection - what about encouraging practices of openness about people results starting from their early student experiences? Sharing these data could be even useful to encourage families and schools personnel to find new governance / power balances (when authorities decisions are disputed, for example, but also when experts disagree or are unable to understand each others because of... their excess of expertise) and highlight early signs (if not gigantic evidences) of discrimination and bullying or other phenomena - including unfortunately also corruption practices.
Anyway, I think the idea is settled. Anybody wanted to work on policies for data protection and open data in these directions and to have more practical and constructive examples or contributions and a discussion, please contact me privately.
