We get these kinds of requests a lot and unless you have some evidence or a reasonable suspicion that the parent isn't acting in the child's interest then I think you might be pushing it a bit to ask for a reason as to why they want the info.
It probably wouldn't be much use if you did as the parent could just say that they are exercising the child's right of access on their behalf. They could then argue that it would prejudice that right if you didn't disclose.
In cases where we have had any suspicions about a requesters motive or where one has been raised by the reviewing IG officer due to the content of the file itself, we have always obtained an opinion from the Social Care colleagues that have been involved with the family. They will have a much more detailed view of what harm might arise if disclosure is made. This way you can look to use the s.30 exemption if there are any significant concerns.
