Kevin is correct. It will be part of the requirement for the ESTA
(Electronic System for Travel Authorisation) and Pre-flight Passenger
Information. Also tell your friend to go directly to the U.S Customs and
Border Protection web site https://esta.cbp.dhs.gov/esta/
There are many organisations offering to complete these Travel
Authorisations on your behalf and charging ~£50 and upwards. You should not
pay more than $14 each and cutting out the middle man (use the address
above) will save you money.

This is probably to handle the ESTA requirements
https://www.gov.uk/foreign-travel-advice/usa/entry-requirements for
travelling to the USA and also to ensure there is sufficient time left on
your friend's passport. Also, some years ago, I worked in a bucket shop
selling cheap group flight tickets and we always asked for passport details
to prove to the airline that the group was 'real'
