Sorry to get back to the Phonetics and blind students but I forgot to
mention a Professor of Linguistics in America, Dr. Robert Englebretson who
has developed several alternative formats for IPA (International Phonetic
Alphabet) http://www.ruf.rice.edu/~reng/ This may well work better than
listening to the sounds with VoiceOver - there is a braille option and
audio. He has a link to some Jaws scripts for IPA as well

Have you tried using the phonetic symbol app for OS 4.0 and above -iPod
touch, iPad or iPhone from Macmillan called Sounds: The Pronunciation App.
It has audio output and works with VoiceOver.

There is a free version with limited access and the full version costs
£3.99
Please be aware that all the menus work with VoiceOver but it does say
'unpronounceable' if it cannot say for example and digraph when you first
tap each symbol with VoiceOver, but then the audio kicks in with the
correct recorded voice sound.
