This is an interesting question. If there are owner details on there, then I think that, at least, that part of the information may need to be redacted nowadays.
However, up until about 1997/8 this information was available for the asking. I have an interest in classic cars and when I bought a vehicle I would identify it's place of registration and write to the council concerned. I would also write to the DVLA requesting all the details of the car and previous owners - I always got loads of details back including photocopies of old registration documents etc (for free!). I would then make contact by letter (for the younger ones here - it's an email but written on paper) to ask the previous owners if they had any information from when they owned the vehicle. This way I could improve the history of the car. Sometimes there were one or two people to contact and on one occasion there were nineteen. I never had anyone complain.
I remember it was about 2003 before I wanted to do this again and when I contacted the DVLA I got knocked back.
Not sure if there could be claimed any historical interest here for previous owners, but there is no such thing for other types of information so my thought would be that if it becomes a public document the personal details would need redacting?
