We have issued our enforcements officers with a 'badge' that informs the public that an officer is wearing a CCTV and audio recording device. Also the enforcement officers are trained to inform members of the public of the fact when appropriate. These cameras are deployed in a 'use when necessary' mode rather than on all the time.
I would suggest just because a person doesn't notice the camera it doesn't mean in becomes 'covert' but I am no expert on RIPA.

Do any other Local Authorities use overt body cameras for recording parking offences and other parking issues ?
If so, are there DP issues other than the general CCTV regulations to be aware of ? I am concerned that whilst overt, if the person being filmed doesn't notice the camera could it be claimed as covert and so subject to RIPA ?
Any views ?
