I haven't given this much thought, so treat with caution ;-), but:
I think the use of "certain" in the title of regulation 35 serves only to restrict the inspection right insofar as the officer cannot inspect records kept by a body which is not listed in 2(a) or (b).
Hence, he/she cannot inspect e.g. health records, or social security records. Other than that, the right extends to inspection of any record held by the council by which he was apppointed and any record held by any registrar of births and deaths.

Can anybody tell me know what the Definition of "certain records" in relation Section 35 of the above: -
Registration officer's right to inspect certain records35.-(1) A registration officer is authorised to inspect, for the purpose of his registration duties, records kept (in whatever form) by- (a)an authority listed in paragraph (2) below, or (b)any person providing services to, or authorised to exercise any function of, any such authority.
(2) Those authorities are-
(a)the council by which he was appointed; and (b)any registrar of births and deaths.
(3) A registration officer is authorised to make copies of information contained in such records.
Does it mean than can access ANY record held by the Council for data matching purposes? To me "certain records" implies some level of restriction.
