Thanks for all the responses on this issue. I've had some interesting responses from both LA and the private sector.
The cost issue is one we can't avoid and in general we don't charge, because the maximum charge is £10 so it doesn't really seem worth charging when the overall cost for responding to 1 request is way above this anyway.
A problem with this area is that you could ask 10 people to redact information and it's possible all 10 would would do it diffrently which is part of the problem with training in this area.
The problem LA's have as well, particulalrly in relation to social care is that so much of the information held will be 'third party' by definition of the legislation, consents are difficult to obtain, therefore the task of responding is difficult, weighing up third parties right to privacy against the data subjects 'right to know.' In general though from the responses received, it appears that in Local Government, it is the responsbility of the professionals involved in the care of individuals who will respond to SAR's, although in practice this is difficult to implement in all cases.
