Wise words. Good point.
Much better to set something up over which you have control (secure FTP or
such) if it is for commercial use but ultimately it is for the organisation
wanting the solution to do their homework.
Interestingly the NHS provide a SFTP mechanism for those on an N3
connection, making transfer of files up to 1GB in size an easy process.
Maybe other organisations do something similar?

I have not read dropbox's Ts&Cs, so this may not apply to them, but...
One thing to watch out for is what exactly is covered by any safe harbor
agreement. It is not unheard of for the users' *meta*data to be covered,
but not the data they send via the provider. Read the small print
carefully!
