That takes me back to my school days. A boy would ask, "please, Sir, can I go to the toilet?" And the English-master you say, "Yes." When the boy got to the door, the master would ask where he was going. "To the toilet, Sir. You gave permission."
The response would be, "I said you could, I didn't say you _may_. Sit down."
It was thus engrained in me that 'can' refers to ability, not permission.
