I'd expect them to be compiling a report of the way in which council
employees were (allegedly) jaunting round the country at the taxpayer's
expense.
Might it help if it was mentioned whether or not they were buying
tickets for themselves, rather than their bosses? A better question
might be "travelling expenses of bosses", regardless of whether it was
charged to their own company credit card, or the company credit card
held by a junior in order to pay for tickets on their behalf. Or even if
they paid for it themselves and were then reimbursed.
