Rightly or wrong we have redacted these names. My reasoning is that they are junior staff and do not have the expectation that their names and who they work for will be released to the 'world at large'.

Subject: [data-protection] Friday afternoon question.
The old chestnut of when to release junior staff names...
Previous stance was usually junior members of staff were redacted. But now ICO guidance states “An issue which will often arise is whether the Data Protection Act prevents the disclosure of information identifying members of staff. Applying the criteria suggested above, if the information requested consists of the names of officials, their grades, job functions or decisions which they have made in their official capacities, then disclosure would normally be made.”
We've had a request, as have many authorities, for names of all staff that spend money on our corporate credit card. We have some very junior admin staff who can use the credit card, for tasks such as booking trains etc, and they have their own name printed on the card they are responsible for. Obviously we have internal procedures and audit rules goerning how and when they can do this.
They do not personally decide if the money can be spent on an item, that is at a higher level, but they are in the position of being given the authority to spend such amounts of money on behalf of the Council. Credit limit is £100,000 on the card.
The names are shown on the statements as Mr J Bloggs or Miss A Bloggs. No other personal data.
They were not previously been told their names may have to be released.
Would you release names or redact?
Lynn
