I understand where you are coming from but I think the issue transcends DPA.
I don't think consent plays any part in this except where consent is refused
to film. Part of the problem is that if you tell the average parent that
it's for private use only, most of them think that this includes putting it
on Facebook, Youtube etc.
Child protection must come first and if the school has specifically stated
that they have some concerns then this is the priority.
My sons school banned filming mainly because it was like a press conference
and everyone was put off by parents trying to "get the best angle". However,
they filmed it semi-professionally and I think charged £1 for each DVD to
cover the costs. However, this may not happen if there are protection
issues.
If the school claim DPA then they are wrong, but if they express concerns
over child safety then surely parents must respect the decision as guests of
the school. When in Rome...

I agree this is a difficult situation, and I can understand the points made
by others in favour of a ban. A few points that may argue in favour of
allowing filming, however:
1) Absence of consent may well indicate a child protection issue but is
that definitely the issue in this case?
2) Having filmed or photographed numerous shows and displays in my time,
I would think that most parents, like me, have not the slightest interest in
any children other than their own little darlings and would actively try to
avoid cluttering up the screen with them, so the risk may not be as great as
we imagine.
3) The exemption is for private use. If parents are reminded about
this - and why it is important - has the school not discharged its
responsibility? Otherwise, where does it end? Imagine one of the children
in question was a friend of my child. Would I be barred from videoing a
party at my house that they attended? Who would impose that?
