The issue, surely, is why she answered the phone in the first place - does
the hospital not employ staff to do that? And if she was expected by her
employer to answer phones, had she had the appropriate training? Hospitals
are prime targets for scam calls from journalists, etc, so I would have
expected this to be approached rigorously by the hospital. Unless it can be
clearly shown that she was going against instructions there is a strong case
for a monetary penalty for breach of Principle 7.
