The original Beeb piece concerned itself with 'private drones': where a privately owned drone is operated by an organisation, it'll be governed by whatever legislation already governs that organisation. A council contracting a drone operator would have its activities governed by the HRA, the DPA and (depending on what was actually being looked at) RIPA as examples.
Even truly private drones - one owned by a gadget freak with more money than sense (they're not cheap!) - would seem to be covered by existing legislation if mis-used: two examples that spring to mind are the Protection from Harassment Act 1997 or the Sexual Offences Act 2003, depending on how the drone's being used.
In the sense that public bodies / data controllers are already regulated up to the armpits, the calls for more legislation referenced in the Beeb piece are not necessary and really just represent the default 'something must be done!' war cry of those wanting to be noticed for something.
