I recall from past headaches in trying to support students using SPSS
that it's notorious for not including proper accessibility features or
even having basic logical keyboard operation / access features, hence
why it's been necessary to use script-based access to hack around these
problems e.g. via Jaws. Would have thought they'd have fixed this by
now, though.
Regarding 64-bit access, I notice on the following page (which gives
instructions on setting up SPSS Statistics for Jaws) ...

... that they say "We have submitted an enhancement request to allow a
future release of Statistics to work with Jaws on Windows 64-bit. "
As this was for version 19.0.0.2, and the current version is 21.0.0
it's possible they might have fixed the problem with access to the
64-bit version, maybe - could be worth contacting them.
Also it's worth noting that the procedure described on the page above
basically corrects a file called accessibility.properties, so might also
be a good start if trying to use SPSS with other screen access packages,
assuming this fix hasn't been incorporated into the current version of
SPSS anyway.
Theres' been quite extensive discussion on SPSS access problems on the
blindmath forum, which might be worth hunting through for tips. I notice
someone saying their computer just locks up when using 64-bit Jaws and
loading SPSS.
