As far as FoI goes, I've only really scratched the surface with this crowd. There is a whole non-ficition book in there for somebody one day, given the scope and extent of the material. I suppose what troubles me is that Info and Data Governance, given the importance attached to it, could very easily become just another "arm of management" in the way that Human Resources most certainly has.
This will always be a danger given the nature of the subject matter, and many senior officers' desire to clam up ... I think it's too late for Wirral, and fear, because it's a 'broken organisation', that has already happened. Top management and FoI appear to work very closely together, which is not surprising given the background of layers of scandal and proven malpractice. There are some horrendous examples of so-called responses that get you scratching your head thinking, "How the hell are they justified in saying that? Has somebody got their arm up their back?, etc."
