Thanks but this isn't about duty of care to staff of contractors of the
Council. The question is whether we have a duty of care to the landlord
of the property? I don't think we any basis to share the information.

The Council has concerns about a claimant who is showing becoming
increasingly frustrated about his benefit payments and as a result has
made irrational threats (in anger) regarding contractors (not the
Council's) going to his tenanted property to undertake works.
Does the Council have a duty of care to the landlord to inform the
landlord that his tenant is a potential threat to the health and safety
of the workmen he has employed? If so what is the legal basis to share
this information?
