Hi Jane,
When we've received requests from one dept to another - eg Trading
Standards we ask for the completion of a form. Just keeps a record of it
really, and also makes them consider the request they are making and
why. Also, the dept releasing the data can consider the request too on
its merits.
There is updated guidance on the ICO site re sharing of council tax data
between depts.
