I don't know about the legal position but if you are talking about
somebody who was in care then you might have a duty of care to that
individual on behalf of your organisation to try to provide them with
information about their past, notwithstanding any concerns about the
privacy of the siblings.

We have a request for access to records from someone dating back to the
1950s. A search has concluded that there is no record of the requester,
but in their request they have provided names and dates of birth of
half-siblings who we do have a record of.
Are we expected to go through the files of the half-siblings to see if
