If anyone is interested, I've broken the fines down further to see which areas of LAs are getting the most fines.
Adult Social Care - £80,000
Childrens Social Care - £690,000
Adults and Childrens - £120,000
ICT Services - £150,000
Private Sector - £61,000
This is sort of to be expected as adult and children's social care services handle highly sensitive personal data as their day to day business, more so than perhaps any other council based services. I also think that since the ICT fines (both for the same breach involving Ealing and Hounslow) there has been more emphasis on encryption of devices particularly since all LAs were required to be CoCo compliant.
Of course this also depends on the reporting of breaches...
